Public participation in the process of planning is from the year 2007 – after taking effect of the new building act – complexly modified. More significant changes appeared especially in the field of engaging the citizens in the process of environmental impact assessment and of course in the process of preparation of planning documentation. The building act brings some new institutions, among them can be mentioned the policy of territorial planning as the basic tool of territorial planning provided in the whole area of the Czech Republic. On lower levels of territorial planning it is necessary to mention the so called representatives of public and mainly the new form used for approvement of the district and local territorial plans – measures of municipality character. In the Czech Republic is just prepared the first policy of territorial development and some districts are preparing their own principles of territorial development or the work is already finished. Therefore it is necessary to engage the public in the preparation of territorial plans and to evaluate their contributions and negatives including possible risks
